HPI permits eligible graduates to work or look for work without an employer sponsoring the initial visa, but it does not provide a job. A useful budget therefore includes application costs, housing, relocation and a period without earnings. Keep the maintenance threshold in a separate column so that it is not mistaken for the whole cost of moving.

Establish the known application costs

The official HPI cost page, checked on 15 October 2026, lists £252 for the qualification check, an £880 application fee and the health surcharge. It gives surcharge totals of £2,070 for a two-year HPI grant and £3,105 for three years. Check the current payment instructions and final amount before ordering services; additional evidence or optional services can have separate costs.

That produces an illustrative application-and-assessment total of £3,202 for a two-year principal applicant, before tests, translations, travel and other expenses. This arithmetic does not include the £1,270 maintenance balance as a fee: that money is evidence of support, not a payment to the Home Office. The distinction prevents both double counting and underfunding. A doctoral or family application needs its own calculation.

Price the first housing decision

Research accommodation suitable for your actual household and likely work locations. Record deposit, initial rent, utilities, transport and any temporary accommodation needed while searching. A short online room listing is not a binding offer and may omit bills. Check whether you can meet the landlord's evidence requirements without UK employment history, and avoid transferring money before verifying the property and arrangement.

Compare at least two location scenarios. A major city may offer relevant jobs but require a larger initial reserve. A cheaper location may create commuting costs or reduce access to the target employers. Do not use national average rent as if it were a personal quote. Save current examples, date them and use a conservative planning range rather than a single optimistic figure.

Model the period without salary

Build a month-by-month cash-flow sheet for three, six and nine months without employment income. These are stress-test scenarios, not predicted job-search durations. Include rent, food, transport, phone, professional registration where relevant and the cost of returning or moving elsewhere. The key output is the date on which available cash becomes too low for your agreed safety margin.

If you expect a partner to work, run a one-income and no-income household case as well. Discuss childcare, schooling and any professional-recognition delay. Future earnings should remain an assumption until an actual role and lawful start arrangement exist. A budget that works only if two salaries arrive immediately is fragile even where the application evidence looks straightforward.

Distinguish career investment from essential living cost

List optional courses, networking travel, professional memberships, equipment and portfolio expenses separately. Ask which activity closes a specific skills gap or reaches actual employers. A large training package sold alongside visa assistance should not be treated as mandatory without evidence. Preserve flexibility until you know which roles and locations produce useful responses.

Set a maximum monthly job-search spend and review it against results. If applications produce no relevant interviews, investigate role fit and evidence before buying another general career service. If licensing or registration is essential for the occupation, research the official process early and budget it explicitly. HPI work permission does not automatically grant professional authorisation to practise a regulated profession.

Plan for currency and financing risk

Record the currency of savings, likely spending currency and transaction fees. Use a reasonable adverse exchange-rate scenario rather than assuming today's conversion will remain unchanged. If a family loan funds the move, record repayment timing and whether interest accrues during unemployment. If savings are shared with a household remaining overseas, agree how much remains available for their needs.

An illustrative applicant might afford the initial visa costs but discover that six months of rent and living expenses would exhaust the family reserve. Possible responses include delaying the move, securing stronger career traction first, changing location or choosing not to proceed. The planning exercise is successful when it reveals that constraint before resignation or a non-refundable housing payment.

Set a financial decision gate

Agree review dates and minimum cash reserves. State what happens if no suitable role exists at each point: expand the search, reduce optional spending, consider another location or activate a return plan. Do not wait until the final balance is low to discuss the fallback. A decision gate preserves options while there is still time and money to use them.

Use the relocation budget pack with anyone contributing funds. It separates fees, evidence, living costs, contingencies and assumptions, then asks the household to approve the plan. Its purpose is not to discourage an ambitious move. It is to make the ambition financially legible, with a runway that can withstand an ordinary delay and a clear point at which the plan changes.

A worked decision example

An illustrative applicant can pay the assessment, visa fee and surcharge but has only a small reserve beyond that. A relative expects a job to appear quickly. The budget uses three no-income scenarios, current housing examples and a return contingency instead of accepting that expectation as fact. The applicant may choose to strengthen career traction before moving, seek a different location or proceed with an explicitly funded risk. The worksheet does not choose for them. It reveals which assumption makes the plan affordable and who would carry the cost if that assumption fails, before a resignation or tenancy makes the decision harder.
